1) I was wondering about the official ratio of permitted foreigners vs. Korean nationals to be hired in a Korean company in Seoul. I heard that for every 1 foreigner, you need 5 Korean nationals officially hired in a Korean company by law. Is this true? 2) Also, as a F-4 visa holder, am I considered a foreigner or Korean national in the above mentioned 5 to 1 hiring policy?

Hi. 1) Yes. It is true. More specifically, a company can hire a foreigner with E7 visa(professionals) within 20 percent of total Korean employees in the company. 2) The 20% rule applies to E7 visa holders. F4 visa hoders are not affected by the rule. F4 visa holder is not a Korean national. For more information on visa, you can try immigration website. www.hikorea.go.kr or call them at 1345.
