Country of Origin Certification

Issuance of Certificate of Origin by the Authority


The Korea–ASEAN, Korea–India, Korea–Singapore, and Korea–Peru agreements require certifications by the authority in the following detail:

1. Issuing Authority
  • Domestic products: Customs or Chamber of Commerce (Chamber of Commerce charges issuance fee)
  • Products from the Kaesong Industrial Complex: Customs
2. Appropriate Time to Apply for Issuance
  • Principle of Korea: Before the shipment of goods
  • Exceptional case: After the shipment of goods (application available not later than one year after the shipment)
3. Application Document
  • Before shipment: Application for issuance, copy of export permit, invoice or transaction agreement, declaration of origin (blanket certificate) (if necessary), cost and production statement and supporting evidence document to the statement (BOM, manufacturing process, raw material purchase specifications, costing statements, etc.)
  • After shipment: Explanatory statement for post-issuance in addition to the above documents (no need for application within 30 days after the shipment) and copies of shipment documents including B/L
4. Method of Issuance

Since authority issuance of a certificate of origin does not provide a hard copy, applicants shall print and submit the certificate as an original copy to the importer. However, there have been cases where some of the ASEAN countries did not accept certificate of origin without an overleaf note at the back and rejected the application of preferential tariff. Therefore, applicants must print both sides of the certificate.


In addition, the “Original” certificate can be printed only once, so printer failure or paper jams should be checked before printing. Moreover, a black-and-white printed certificate may be rejected, so it must be printed in color.

5. Reissuance of a Certificate of Origin

If an applicant who has already issued a certificate of origin wants to reissue it for the reason of loss, theft, damage, or any other unavoidable circumstance, he or she can apply for reissuance by submitting an application of reissuance and an explanatory statement for reissuance.

6. Modified Issuance of a Certificate of Origin

If an applicant who has already issued a certificate of origin wants to modify it for the reason of correction of export permit, or of typographical errors, omissions, or any other errors on the certificate, he or she can modify and reissue the certificate of origin by submitting the original copy of the certificate and other objective documents to prove the reason of modification to the issuing authority.
