A total of 72 companies, including Ronbay Korea and Doosan Fuel Cell, are currently in the complex as of the end of June 2025. Ronbay Korea, a Chinese-owned secondary battery company, signed an investment agreement in October 2023 to invest KRW 1.2 trillion, with the first phase targeting completion in 2025 and the second phase in 2026. Doosan Fuel Cell has completed its investment of KRW 155.8 billion in solid oxide fuel cell (SOFC) technology, finalized factory construction, and is set to begin mass production.

The Saemangeum Industrial Complex is also gaining attention as a hub for the renewable energy industry. Doosan Fuel Cell's SOFC plant is leading the hydrogen and eco-friendly power generation sector and contributing to the development of a renewable energy cluster. Additionally, the Saemangeum Industrial Complex is actively promoting specialized zones to achieve the RE 100 goal* and expanding renewable energy infrastructure such as solar and wind power. This ensures stable supply of eco-friendly energy for resident companies, providing long-term competitiveness and sustainable production environments.
The joint growth of renewable energy clusters and advanced manufacturing industries is supporting a rapid creation of an innovative ecosystem that aligns with regional economic development and future industry trends.
The Saemangeum National Industrial Complex has introduced bold policies that cover all aspects of the business environment, including rapid supply of industrial sites, customized incentives, one-stop administrative support, and designation as an eco-friendly renewable energy-based industrial complex. In addition, the complex has been operating seven commuter bus routes since last year to improve the welfare of industrial complex workers and is making various efforts such as supplying public rental housing.
The Saemangeum Industrial Complex is not merely developed to provide industrial facilities but will be built as a specialized city supporting businesses supporting the port, as well as a multi-purpose space where industry, tourism, commerce, and culture harmoniously blend around open waterways and waterfront spaces.
Around a smart waterfront city where green energy and advanced technology converge, the complex is preparing to transform into a global hub for new industries by developing renewable energy, eco-friendly tourism, and smart city infrastructure.
