○ Limit the scope of work of assistant tallymen
Put an assistant tallyman who assists tallymen, etc., under the command supervision of a tallyman to prevent the assistant tallyman from performing work independently
Clarify that the purpose of hiring an assistant tallyman is to provide a job that he/she can acquire tallying work without infringing on the peculiar area of tallymen, etc., who has received the certificate

(1) Reasons for Proposal

This Amendment aims to introduce an assistant tallyman system such that an assistant can learn tallying work in advance in the field; to create jobs for tallymen, etc., in the harbor transport business; and to correct the error that the calculation standard of asset appraisal value for individuals is prescribed as the corporate diagnosis report, among the registration standards of the harbor transport business and the harbor transport-related businesses.

(2) Major Provisions
A. Allow the system whose number of assistant tallymen is equivalent to that of tallymen, etc., and put the works of tallymen, etc., under the command supervision of certified tallymen, etc. (Article 9-2)

B. Delete the provision of the corporate diagnosis report issued by certified public accountants when calculating the asset appraisal value of individuals, and replace the report with the financial products such as certificates of deposit for 3 months and publicly announced prices of real estates within 30 days, etc. (Article 11-2 (2))

C. Change the head of a Regional Office of Oceans and Fisheries of each Article to the Administrator of the Regional Office of Oceans and Fisheries (Article 3, Article 7, Article 11, Article 12, Article 13, Article 14, Article 15), change the Ship Refueling Business of Article 11 to the Bunker Fuel Supplying Business, and the Oiler with the Bunkering Vessel, and change the Commodity Supply Business of Article 12 to the Ship Chandling Business

D. Subdivide the scope of persons subject to a liability coverage insurance for the compensation for pollution damages by ship refueling vehicles; and prescribe that where a pollution damage is insignificant like diesel oil, the coverage amount of the liability for damages can be reduced to 1/2 (Attached Table 4).
