(1) Reasons for Proposal

This Amendment aims to define the scope of construction or installation of greenhouses, seed and seedling nurseries to strengthen the conservation and management of development restriction zones; expand the scope of persons who can install campgrounds, outdoor sports facilities, etc., for the convenience of residents; and add hydrogen fueling facilities to bus parks and to ancillary facilities of natural gas supply facilities for motor vehicles located in development restriction zones to promote the development and supply of environmentally friendly vehicles and to protect clean air, thereby resolving a number of weaknesses that have emerged in the operation of the current system.

(2) Major Provisions

A. Regulate the size of a general restaurant or rest-area restaurant installed in the facilities such as natural recreation forests and arboretums (Attached Table 1 No. 1 (h))

Regulate that the total floor area of a building for a general restaurant or rest-stop restaurant installed in a facility such as natural recreation forests and arboretums within a development restriction zone shall be 200 square meters or less to be suitable for the management of the zone

B. Allow hydrogen fueling facilities to operate as an ancillary facility for bus garages and natural gas supply facilities for motor vehicles (Attached Table 1 No. 2 (m) and No. 3 (i))

Add a hydrogen fuel supply facility to the ancillary facilities for bus garages and the natural gas supply facilities for motor vehicles to secure the hydrogen fueling facilities with the spread of eco-friendly cars

C. Allow "woodland burial ground" of funeral service establishments to be converted and installed into "natural burial ground" (Attached Table 1 No. 3 (l))

Allow the woodland burial ground within development restriction zones, which is allowed only when existing graves are altered and installed for improvement, to be extended to the natural burial ground

D. Regulate the installation size of greenhouses, seed and seedling nurseries within development restriction zones (Attached Table 1 No. 5 (a-9 and 10))

Regulate that the installation size of greenhouses, seed and seedling nurseries, for which the installation size has not been prescribed among animal and plant facilities, shall be 300 square meters or less for the proper management of development restriction zones

E. Clarify the term "public-service project" that allows relocation and construction within development restriction zones (Attached Table 1 No. 5 (c) and (d))

Clearly define the meaning of the public-service project that is allowed relocation and construction within development restriction zones to eliminate the inconvenience caused by the application of the Act

F. Allow the change to the form and quality of land for the extension of an elderly care hospital in development restriction zones (Attached Table 3 No. 56)

Allow the change to the form and quality of land for the extension of an elderly care hospital, which was excluded from permitted facilities in a Green Belt, in accordance with the amendment of the Enforcement Decree that reduces and adjusts site facilities in August 2009
