(1) Reasons for Proposal
Due to the government policy of promoting the use of renewable energy, speculative demands for real estate are on the rise by persons who intend to exploit the provision that forest land, which is relatively cheap compared to general land, shall change to miscellaneous land where a photovoltaic facility is completed on the forest land, causing side effects such as environmental damage to mountainous districts, conflicts of location, soil runoff, residents damage, etc.
Therefore, this Amendment aims to specify the period of temporary use as a cross-department task force team for resolving social conflicts related with renewable energy has changed photovoltaic power generation facilities to the matters subject to temporary use of mountainous districts as one of the implementation tasks.
(2) Major Provisions
A. Specify the period of permission on temporary use of mountainous districts for photovoltaic power generation facilities (Attached Table 1-4 related with Article 15-4 (1))
