(1) Reasons for Proposal
The Fishing Vessels Act prescribes that stability data on fishing vessels shall be approved and displayed onboard while specific requirements, such as the approval procedure for stability data and relevant drawings have been transferred to the Act. Accordingly, this Amendment deletes and improves upon a number of provisions in the Fishing Vessel Stability and Load Line Requirements. As for fishing vessels for anglers, which are publicly used vessels, the Amendment increases the wind speed requirement to ensure stability to overcome unexpected external forces at sea; modifies weight requirements to better reflect reality by accounting for the weight of the fishing equipment, coolers, ice, catch, etc., of fishing passengers; simplifies load line marking requirements; and addresses and improves upon a number of simple errors and weaknesses that have emerged from the operation of the current requirements.
(2) Major Provisions
A. As for “non-crew persons and their belongings” on fishing vessels for anglers, modify weight requirements (from 80kg to 120kg) to better reflect reality by accounting for the weight of the fishing equipment, fishing rods, coolers, ice, catch, etc., of the fishing passengers (Article 8)
B. In the formula for calculating the heeling momentum of fishing vessels for anglers carrying 13 persons or more, which are publicly used vessels, modify the wind speed applied to the lateral area from 15 to 19m/s to ensure stability to overcome unexpected external forces (severe winds and waves, etc.) at sea (Article 11)
C. Allow the height of the “V” mark to be reduced by half when there is insufficient space between the deck line mark and load line mark, thereby simplifying the marks, enhancing work efficiency, and contributing to greater convenience for producers and improved quality (attached Table 7)
