(1) Reasons for Proposal

The Rules on Motor Vehicle and Automotive Parts Performance and Requirements were amended (Ordinance of the Ministry of Land, Infrastructure and Transport no. 465; promulgated on November 14, 2017) to prevent motor vehicle accidents and reduce any damage caused by motor vehicle accidents by increasing the scope of installation of seat belt warning systems and electronic stability control systems, and strengthening safety standards, including seat specificationsa and pedestrian protection, to meet international standards. Accordingly, this Amendment prescribes test methods and procedures necessary for the enforcement of the above amendments.

(2) Major Provisions

A. Newly insert a definition of “newly manufactured motor vehicles” (Article 4-4)

Clarify the scope and time of application of the Rules on Motor Vehicle and Automotive Parts Performance and Requirements by newly inserting a definition of “newly manufactured motor vehicles”

B. Harmonize specific test methods and procedures with international standards, along with the introduction of international standards on motor vehicles (UN standards) to Korea (attached Table 1, subparagraphs 49 and 64)

Modify the impact point used for ball drop testing of motor vehicle window glass to meet international standards (attached Table 1, subparagraph 49)

Modify test methods, etc., for anti-theft devices designed to suppress the normal operation of the motor or power source by combining the steering, transmission, motion, and other features of a motor vehicle to meet international standards (attached Table 1, Article 64)

C. Prescribe detailed test methods and procedures in accordance with amendments to the Rules on Motor Vehicle and Automotive Parts Performance and Requirements (attached Table 1, subparagraphs 46, 50, and 58; attached Table 2, subparagraph 25-4)

Modify test methods, etc., to meet international standards in accordance with the introduction of flexible pedestrian legform impactors (Flex-PLI) (attached Table 1, subparagraph 46)

Prescribe test methods, etc., in accordance with the increased scope of installation of electronic stability control systems, ensuring stable driving performance by automatically maintaining the position of the motor vehicle while driving (attached Table 1, subparagraph 50)

Modify test methods and procedures, etc., to meet international standards in accordance with the increased scope of compulsory installation of seat belt warning systems (subparagraph 58)

Prescribe detailed measurement methods, etc., in accordance with provisions prescribing compulsory installation of emergency exits in any bus with a capacity of 16 or more passengers and the corresponding additional installation requirements (attached Table 2, subparagraph 25-4)

D. Clarify test conditions and test methods, etc., to prevent confusion in conducting tests to apply safety standards (attached Table 1, subparagraphs 17, 40, 42, and 42-2)

Prescribe roof crush test conditions for motor vehicles with a roof rack or other removable roof structure (attached Table 1, subparagraph 17)

Clarify detailed test methods for child seat anchors (attached Table 1, subparagraph 40)

Prescribe motor vehicle horn and siren test methods and procedures (attached Table 1, subparagraphs 42 and 42-2)

E. Increase flexibility in developing and producing motor vehicles by prescribing sizing criteria for the passenger capacity and standing capacity of motor vehicles, and safety standard checks and measurement methods, etc., for motor vehicle specifications (minimum ground clearance and seat dimensions) (attached Table 2, subparagraphs 14 and 25)

F. Prescribe that with respect to braking ability among accepted information provided in test certificates for imported motor vehicles, any bus with a gross vehicle weight exceeding 5 tons shall meet Korea's motor vehicle safety standards (attached Table 4)
