Expand the scope of on-site investigations for risk management plans (Articles 28 through 32) (newly inserted)
In addition to the scope specified in the Act (Article 41, paragraph 4) and the Enforcement Decree: ① A high-risk handling facility that has been identified as a result of a review of an off-site consequence analysis, and that handles a volume of chemicals requiring preparation for accidents at least 5 times the designated quantity; ② Cases where charges have been filed or administrative fines have been imposed for violations of the law in the past 3 years; ③ Cases where it is necessary to conduct an on-site investigation of safety equipment/accident prevention equipment, etc., relevant to emergency responses in the event of a chemical accident
