(1) Reasons for Proposal
This Partial Amendment aims to establish safety conditions regarding technical standards for approval on models for fourteen (14) types of railroad vehicles that reflect changes in international standards and prevent breakdowns in operation.
* Subject Standards: High-speed railroads, six (6) types of general railroads (passenger vehicles, freight vehicles, diesel locomotives, diesel vehicles, electric locomotives, electric vehicles), seven (7) types of urban railroads (subway vehicles, trams, five (5) types of light rail vehicles)
(2) Major Provisions
(Waterproofing Standards on Main Circuit Breakers) Establish waterproofing standards according to international standards (IEC60529) to prevent main circuit breaker defaults (subject standards: ten (10) types including high-speed vehicles)
*TSI (technical specifications of the European Union) also apply IEC60529 as waterproofing standards on main circuit breakers
(Firefighting Equipment in Urban Railroad Vehicles) Install firefighting equipment which can automatically extinguish fires depending on risk analysis results where necessary and which can be controlled from the driver’s cabin
*Subject Standards: Seven (7) types of urban vehicles / already applied regarding high-speed vehicles and general vehicles (five (5) types including passenger vehicles)
(Safety Standards on Storage Batteries) Establish standards on design requirements and safety verification to prevent spread of explosions, ignitions, ruptures, etc., of lithium storage batteries
*Subject Standards: Three (3) types including high-speed vehicles, urban vehicles (subway vehicles, trams) / already applied regarding other vehicle types
(Standardization of Emergency Safety Equipment) Standardize the installation spot and usage instructions plate for “emergency communication device,” “door opening device” for safety in case of emergencies such as fires
*Subject Standards: Three (3) types including high-speed vehicles, passenger vehicles, urban vehicles (subway vehicles) / already applied regarding other vehicle types
(Aerodynamic Characteristics) Reflect TSI amendments on proving safety regarding the airspeed of stations and pressure changes around the rail when vehicles pass through
