(1) Reasons for Proposal
Following the legislation of 「Consumer Chemical Products and Biocides Safety Control Act」(Act No. 15511, March 20, 2018, Entry into force January 1, 2019), and pursuant to Articles 16 and 25 of the Act, Articles 14 and 22 of the Enforcement Decree, Articles 17(paragraph 7) and 31(paragraph 6) of the Enforcement Rule, this proposal seeks to specify the requirements in regard to assessment standards for Substance Equivalence and Product Similarity, as well as preparation methods, etc., for the required submission materials.

(2) Major Provisions
Persons who intend to obtain recognition for Substance Equivalence of biocides or Product Similarly of biocidal products may obtain such recognition only when it is in compliance with assessment standards in this Public Notification, and shall prepare the submission materials in accordance with methods of preparation, etc., for each submitted material.
