(1) Reasons for Proposal

As the types of business subject to application of law increase according to the latter part of Article 6, paragraph 1 of the Act on the Integrated Control of Pollutant-Discharging Facilities and to attached Table 1 of the Enforcement Decree of the same Act, the Act aims to establish standards applicable from January 1, 2019, for installation and control, etc., of discharging facilities, and standards to be met by places of petroleum refinery product manufacturing business, inorganic chemical manufacturing business, precision chemical manufacturing business, fertilizer and nitrogen compound manufacturing business for integrated environmental control.

(2) Major Provisions

With respect to the standards for installation/control of, and measures for discharge facilities, etc., and prevention facilities, and to the standards for measurement/investigation/maximum discharge of pollutants, etc., prescribe additional matters to be followed in the case of places of business subject to integrated control such as petroleum refinery product manufacturing business, inorganic chemical manufacturing business, precision chemical manufacturing business, fertilizer and nitrogen compound manufacturing business install and operate discharging facilities.
