(1) Reasons for Proposal

This proposal seeks to reflect the modified provisions from the international convention such as a change in the numbering system of some raw oils for testing for oil concentration analyzers installed on the oil discharge control device with the addition of the requirements for bio-fuel blend and to re-determine the review deadline considering the changes in publicly notified Regulation on Issue and Management of Directives and Established Rule as well as current circumstances.
 (2) Major Provisions
A. Specify legal delegation basis for this Public Notification (Article I. paragraph 1)

Specify that the Public Notification of Performance Test and technical standards are determined by the Minister of Oceans and Fisheries, pursuant to Article 56, paragraph 2 of 「Rules on Prevention of Pollution from Ships」

B. Partly modify the numbering system of tested raw oil used for oil concentration analyzer performance test; and add biofuel mixture (Article II.3.A.paragraph 1; paragraph 2.C; Article II.3.B.paragraphs 2 and 3)
Modify the allowed scope of Marine Residual Fuel-RMG among tested raw oil levels to a numbering system based on international standards; and add biofuel mixture, etc., and some performance tests

C. Add phrases regarding design requirements for shipboard incinerators (IMO-type) (Article II.10-2.A.(3). paragraph 3)

g) Requirements other than the provision above shall follow the unified interpretation of MARPOL 73/78, Annex 6, Rule 16

D. Decide on a review deadline (Article III. paragraph 1)

Decide on a review deadline so that actions such as improving upon a feasibility analysis every three years starting from July 30, 2018
