(1) Reasons for Proposal
Illegal filming using cameras, etc., in public restrooms has aggravated public anxiety over train station restrooms and other areas with a heavy foot traffic. Accordingly, this Amendment requires railroad operators, etc., to check for illegal cameras in the restrooms under their purview.
(2) Major Provisions
A. Prevent public anxiety caused by illegal cameras by prescribing that railroad operators, etc., shall conduct checks and inspections for the installation of illegal cameras
Require railroad operators, etc., to check for the installation of illegal cameras in the restrooms and nursing rooms under their purview at least once a day, and to specify inspectors, methods, etc., for conducting such checks
B. In accordance with the enforcement of the history management of rolling stock (Article 38-5 of the Railroad Safety Act), require railroad operators, etc., to document and implement detailed procedures for the history management of rolling stock
C. The amended Railroad Safety Act (Article 47) authorizes drivers (station staff, crew) to restrain or record any passenger who engages in a prohibited activity while aboard a train
