(1) Reasons for Proposal
In accordance with the partially amended Special Act on Promotion of Information and Communications Technology, Vitalization of Convergence Thereof, etc. (Act no. 15786; promulgated on October 16, 2018; to be enforced on January 17, 2019), this Amendment specifies and prescribes matters delegated by the amended and newly inserted provisions of the Act, including details and procedures for the Review Committee for New Technologies and Services, quick checks, batch handling, temporary permission, and regulatory exemption for validation.
(2) Major Provisions
A. Newly insert provisions concerning the organization, etc., of the Review Committee for New Technologies and Services to deliberate and vote on matters concerning temporary permission and regulatory exemption for validation (Article 8-2)
B. Amend provisions concerning applications for prompt handling of new technologies and services for the convergence, etc., of information and communications (Article 39)
C. Newly insert provisions concerning applications for batch handling (Article 39-2)
D. Specify procedures allowing applications for temporary permission without going through the prompt handling procedure, and amend provisions concerning extensions of the term of validity (Article 40 and Article 41)
E. Newly insert provisions to prescribe the purchase of liability insurance, etc., to protect users; and provide standards, methods, procedures, etc., for indemnification where liability insurance cannot be purchased (Articles 42 through 42-3)
F. Newly insert matters concerning the application method, term of validity, management and supervision, etc., of regulatory exemption for validation (Articles 42-4 through 42-6)
