(1) Reasons for Proposal

Sodium content comparison labels were introduced to help consumers in their product choices by comparing the sodium content of different foods. The labels state percentages and intervals based on the average sodium content of similar foods. However, critics point out that the labels do not serve the original purpose as the information is difficult for consumers to understand intuitively and limited in its ability to assist with product choices. The Amendment aims to address this issue.

(2) Major Provisions

A. Improve information stated on sodium content comparison labels (Article 4)

(1) Subcategorized percentages and content labels based on the comparison of average sodium content are limited in their effectiveness when making product choices as initially intended by the sodium content comparison labels.

(2) Require labels to state comparison items in terms of sodium content per unit of comparison, sub-intervals based on the daily value for sodium highly recognized by consumers, and average values relative to similar foods

(3) Promote healthy product choices by enabling easy understanding of sodium content by consumers

B. Improve the method of sodium content comparison labeling (attached Table 2)

(1) Critics point out that the drawings and method used to present comparisons of average sodium content are complex, easily misunderstood by consumers, and lacking in effectiveness as comparison factors when making a product choice.

(2) Require labels to present the daily value of sodium highly recognized by consumers divided into eight intervals, and to state a warning if the daily value is exceeded

(3) Enhance public health by increasing consumer understanding and encouraging the development of reduced-sodium products
