(1) Reasons for Proposal
The revision of the Cosmetics Act (Act No. 15488, partially amended on March 13, 2018) newly established the definition of natural cosmetics. Accordingly, the Amendment inserts new criteria for natural cosmetics as prescribed by the Minister of Food and Drug Safety and aims to correct imperfections in the previous organic cosmetics standards.
(2) Major Provisions
A. The name of the public announcement “Organic Cosmetics Standards” has been corrected to “Natural and Organic Cosmetics Standards” (Title).
B. Establish the definition of natural raw materials and naturally derived raw materials (Article 2)
C. Establish standards on the raw materials, manufacturing process, factory environment and equipment, packaging, material composition acceptable for natural cosmetics (Article 3; Article 4; Article 5; Article 6; Article 8)
D. Establish natural ingredient calculations for natural cosmetics and clarify the organic ingredient calculations for organic cosmetics (Article 8; Table 7)
E. Expand the definition of raw materials to include new varieties other than the previous synthetic raw materials (Tables 3 and 4)
F. Expand the definition of manufacturing process (physical, chemical, biological manufacturing) for organic cosmetics and their raw materials (Table 5)
