(1) Reasons for Proposal
The amendment aims to speculate the matters with which railroad service providers shall comply to protect users in the event of a long-term stop/delay due to any accident/failure, to improve the regulations that are not subject to sunset review, and to provide a legal basis for the guidelines operated without legal basis.
(2) Major Provisions
A. Providing legal grounds of the Guidelines for the Management of Names of Railroad Lines and Stations (Article 2)
The Amendment provides a legal basis for the Minister of Land, Infrastructure and Transport to establish the detailed standards for designating and notifying the names of business railroad lines and stations, and for any other management of station names, etc.
B. Improvement of review provisions of regulations (Article 31-2)
As a result of reviewing regulations subject to the advent of sunset review by the Office for Government Policy Coordination (July 27, 2018), a part of regulations subject to the sunset review is terminated and reflected in the Amendment.
C. Establishing protection standards for railroad users (attached Table 3)
Establishing user protection standards such as guidelines for train crews, etc., to carry out in the passenger car when it stops or experiences extended delays due to accidents or failures.
