(1) Reasons for Proposal
The amendment aims to spread high-efficiency products by adding new high-efficiency equipment items and expanding the applicable scope of existing efficiency equipment.
(2) Major Provisions
□ Add new high-efficiency equipment items
○ The amendment aims to manage energy efficiency by adding clothes dryers, which are being diffused (1.8 million domestic products and 0.5 million imported products), to the high-efficiency equipment (to be enacted on December 1, 2019).
* Now, the U.S (with ENERGY STAR) and Europe (with Eco-Design) are managing the efficiency including clothes dryers.
⇒ Applying the minimum efficiency standard and grade standard for clothes dryers
□ Expand the applicable scope of the existing high-efficiency equipment
○ As the sales rate of large-capacity air cleaners increases, the amendment expands the applicable scope to include the air cleaners in high-efficiency equipment (to be enacted on July 1, 2019).
⇒ (Current) Rated consumption is 200W or less. → (Revised) Standard usable area is less than 200.
□ Strengthen the follow-up management of high-efficiency testing institutes
○ The amendment establishes a follow-up management cycle to improve the reliability of tests and inspections of high-efficiency testing institutes and self-measurement approval institutions (to be enacted on July 1, 2019).
