(1) Reasons for Proposal
The amendment aims to improve and supplement a number of weaknesses that have emerged in the operation of the current system, such as by improving the recycling or collection charge system of electrical and electronic equipment, defining the obligations and standards to collect, store and transfer substances inducing climate or ecosystem change of motor vehicle scrapping business operators, improving the registration and reporting system of end-of-life vehicle recycling and waste gas treatment businesses, and also improving standards for imposing penalty surcharges in accordance with the violations of statutory obligations and the number of violations.

 

(2) Major Provisions
A. Improve the recycling and collection charge system of electrical and electronic equipment (Article 21-7 to Article 21-11)
Allow using a credit card for the payment of charges, etc., and specify the procedures and reasons for the deferment of the collection, divided payment, and filing an objection.

B. Add appropriate transfer obligations for substances inducing climate change and ecosystem change (Article 27)
Specify obligations and standards to collect, store and transfer substances inducing climate or ecosystem change of motor vehicle scrapping business operators and set up specific management criteria.

C. Improve the registration system of the end-of-life vehicle recycling and waste gas treatment businesses (Article 30, Article 30-2, and Article 31)
Raise the registration criteria for the end-of-life vehicle recycling and waste gas treatment businesses from Ordinance of the Ministry of Environment to Presidential Decree, and specify the registration and reporting procedures.

D. Improve standards for imposing penalty surcharges for a violation of statutory obligations (attached Table 8)
Clearly stipulate penalty surcharges in accordance with the violation and the number of violations (first, second, and third or more) of the obligations stipulated in the Act.
