(1) Reasons for Proposal
The amendment aims to improve and supplement a number of weaknesses that have emerged in the operation of the current system, such as by improving the recycling or collection charge system of electrical and electronic equipment, improving the registration and reporting system and newly inserting reporting procedures for the suspension, closure, and reopening of end-of-life vehicle recycling and waste gas treatment businesses.

(2) Major Provisions
A. Improve the recycling and collection charge system of electrical and electronic equipment (Article 10-2, Article 10-3, and Article 10-4)
Newly insert forms such as applications and notices required for the implementation of detailed procedures of the deferment of the collection, divided payment, filing an objection, etc.

B. Improve the registration and reporting system of the end-of-life vehicle recycling and waste gas treatment businesses (Article 16-2 and Article 16-3)
Stipulate the specific obligations of registrants of end-of-life vehicle recycling and waste gas treatment businesses, such as prohibiting reconsignment and complying with the allowable storage capacity.

C. Newly insert reporting procedures for the suspension, closure, and reopening of the business (Article 16-4 and Article 16-5)
Specify the procedures for the suspension, closure, and reopening of the business and newly insert application forms such as a treatment plan for stored waste.
