(1) Reasons for Proposal
A. Need the deregulation of classification requirements of buildings and the inclusion of link performance section of campus backbone cabling system
○ Since buildings are rising higher and the construction method is developed, deregulate the classification requirements of buildings so that it is possible to be installed the same terminal box and applied the campus backbone cabling system to a single building that a central office line terminal box is installed
○ Include the campus backbone cabling system without performance criteria into the link performance section to secure its performance
B. Need to newly insert link performance criteria for the twisted cable of voice-only and high-speed data transmission
C. Need to supplement the exception clause of the separation distance between indoor communication lines
○ In regard to the exception clause of separation distance of Article 23 (2) of the Technical Standards, need to stipulate a provision of “if there is no risk of interference and fire transition between electric and communication cables”
(2) Major Provisions
A. Deregulate the classification requirements of buildings and include the link performance section of the campus backbone cabling system
○ Deregulate the classification requirements of buildings for a space that a central office line terminal box is installed to apply as a separate building (Article 3 (1))
○ Include the link performance section of campus backbone cabling system (Article 32 (1))
* Apply deregulated performance criteria to the case of voice-only lines which are installed in addition to the securing criteria of the minimum number of lines prescribed in the Regulations on Technical Standards for Broadcasting and Communications Facilities (Presidential Decree) (Article 32 (2) and Article 33)
B. Expand link performance criteria for twisted cables
○ Newly insert link performance criteria for twisted cables for deregulated voice-only and high-speed data communications (attached Table 6 No 1)
C. Add a provision of “if there is no risk of interference and fire transition between electric and communication cables” to the exception clause of separation distance (Article 23 (2))
