(1) Reasons for Proposal

○ Since the detection of nickel from ice water purifiers (July 2016) required to strengthen the management of food-producing functions of water purifiers, the related Act (Article 3, subparagraph 7 of the Drinking Water Management Act) has been already revised to include additional attachment units in the definition of a water purifier.
* The revised Act was promulgated (Dec. 24, 2018) and is to be enforced (Jun. 25, 2019).

○ The distributors of water purifiers are required to receive the inspection of the designated institutions (Article 21 (5) of the same Act) for safety; and

○ As a follow-up measure due to the revision of the Act, it is necessary to reflect the details and improvement necessities to the Notification, such as the quality inspection method for additional water purifier attachment units.

(2) Major Provisions

A. Include water purifier attachment units in the definition of a water purifier (Article 2-10)

B. Since the existing water purifier management system was limited to the water purification function, improve the system to conduct a quality inspection of water purifier attachment units (Article 4, Article 5, and attached Table 1)

C. Conduct the suitability test of hygiene and cleanliness manuals for the companies that want to check the suitability of their water purifier manuals (Article 7-5)

D. To strengthen the deliberation process, deliberations shall be divided into preliminary and comprehensive deliberations, and a resolution may only be determined when half or more members concerned are attending (Article 12-3).
