(1) Reasons for Proposal
This proposal aims to reflect the latest international trends regarding emission levels of manufactured motor vehicles, clearly prescribe the method and scope of recall information notification of manufacturers, improve the system for reporting changes to the exhaust gases of manufactured motor vehicles, extend the deadline for release of LPG commercial motor vehicles which have low particulate matter inducement effect, etc., thereby amending and supplementing relevant regulations.
(2) Major Provisions
A. Strengthen the real road emission levels for medium and small-sized diesel motor vehicles in 2020 and for large and extra-large gas motor vehicles in 2021 in accordance with the recently amended EU regulations (attached Table 17, amended)
B. Strengthen the warranty period for exhaust gases and exhaust gas related parts of large and extra-large motor vehicles to the same level as that of major foreign countries (attached Table 18, amended)
C. Prescribe the method, contents, etc., of notification of motor vehicle exhaust gas related recall information necessary to consumers which enable such information to be conveyed in an easy and specific manner (Article 75-2, newly inserted)
D. Clearly prescribe that cases subject to report of change to exhaust gas certification are when there are changes to the contents of forms submitted when applying for exhaust gas certification and when there are no effects to the increase or decrease of exhaust gases, and allow post-reporting within 30 days from the date of the change (Article 67 (3), amended)
E. Allow release of motor vehicles applying existing permitted emission levels until 2022 to extend production of LPG commercial motor vehicles which have low particulate matter inducement effect (attached Table 17, amended)
F. Prescribe that, among types of motor vehicle fuel additives, within the scope of ‘other additives,’ ‘when necessary to improve the performance of motor vehicles’ shall be included (attached Table 6, amended)
