(1) Reasons for Proposal
○ Extend the grace period for the application of the type-approval of special rolling stock in consideration of the operating environment of special rolling stock, the industry, certification conditions, and overseas certification examples.
○ Newly insert design requirements, test standards, and determination criteria necessary for adding plate spring type tensioning devices to the objects of type-approval in the Technical Standards.

(2) Major Provisions
○ (Application of Technical Standards) Clarify the contents of the application for extension of the inspection period and the applicant where a type-approval inspection cannot be completed within the effective period
○ (Technical Standard for Wheels) Suspend the type-approval for wheels of special rolling stock until December 31, 2020 and apply the relevant international and industry standards during the grace period
○ (Technical Standard for Axles) Suspend the type-approval for axles of special rolling stock until December 31, 2020 and apply the relevant international and industry standards during the grace period
○ (Technical Standard for Connecting Devices) Suspend the type-approval for connecting devices of special rolling stock until December 31, 2020 and apply the relevant international and industry standards during the grace period
○ (Technical Standard for Tensioning Devices) Newly insert design requirements, test standards, measurement methods, etc. for plate spring type tensioning devices
