(1) Reasons for Proposal
The Construction Machinery Management Act, which introduces the certification system for major parts used in construction machinery such as tower cranes, has been revised (Act No. 15778, promulgated on Sep. 18, 2018, and enforced on Mar. 19, 2019) and, accordingly, the Enforcement of Regulations of the same Act mandates the Minister of Land, Infrastructure and Transport to prescribe and notify the matters required such as the examination in writing of parts certification, inspection on the technical capability and production system, and method and procedure of marking the product inspection and parts certification. The enactment of the Regulations, therefore, aims to specify detailed methods and procedures for parts certification.

(2) Major Provisions
A. Provide detailed standards for the application of parts certification (Article 3)
Allow any person who manufactures devices and parts subject to the certification in a foreign country to apply through an agent in Korea and allow him/her to select a production inspection by individual or type when applying for parts certification.

B. Provide detailed standards for the evidential information of safety for parts (Article 5, attached Table 1)
In relation to the safety certification of telescopic hydraulic cylinders of tower cranes and brake linings of tower crane reducers, which are subject to parts certification, the issuing entity shall specify the detailed criteria to be applied in the safety test of the parts.

C. Provide detailed standards for the examination and inspection of parts (Article 6, attached Table 2)
Provide the detailed criteria and method of examination in writing, inspection on technical capacity and production system, and product inspection required for parts certification

D. Provide the marking method of certified products (Article 9, attached Table 3)
Specify the label material and contents and the attachment method necessary for marking the certification of parts certified.

E. Establish operating standards for guidelines on detailed work process for certification entities (Article 10).
When parts certification entities and test entities separately specify the matters necessary for the performance of the tasks pursuant to this notification, require them to consult with the Minister of Land, Infrastructure and Transport.
