(1) Reasons for Proposal
The Act on Protective Action Guidelines against Radiation in the Natural Environment was revised to include the expanded application of manufacturers under the registration system, and record and report of the current status of distribution of processed products, etc., (promulgated on January 15, 2019; to be enforced on July 16, 2019). Accordingly, the Amendment aims to prescribe matters necessary for enforcing such revised provisions of the Act.
(2) Major Provisions
A. Procedures and methods for registration of persons responsible for handling raw materials and by-products from processing and manufacturers of processed products (Article 2)
1) Persons responsible for handling raw materials and by-products from processing and manufacturers of processed products shall be registered at each business place concerned;
2) Manufacturers of processed products shall attach the types and model names of processed products, and raw materials used for processed products or the types and amount used of by-products from processing, etc., to the written application of registration.
B. Matters on the declaration of exportation or importation of raw materials, by-products from processing or processed products (Article 5)
1) A person who intends to export or import raw materials and by-products from processing shall submit the written results of the activity concentration analysis;
2) A person who intends to export or import processed products shall submit the written results of the activity concentration analysis, the types, model names, and quantity of processed products.
C. Matters on the record, keeping and report of the current status of distribution (attached Table)
1) The current status of distribution, such as acquisition and sales, etc., of raw materials and by-products from processing, shall be reported within one month after the end of each quarter;
2) The current status on the manufacture and sale of processed products shall be reported within one month after the end of each quarter;
3) Diagnosis records shall be reported within one month after the end of a quarter during which a relevant medical examination is conducted;
4) The current status of distribution of raw materials, etc., and diagnosis records shall be kept for five years.
