(1) Reasons for Proposal
This Proposal aims to improve and supplement shortcomings that have surfaced during operation of the current system by improving the operation method of stowage device covers of trucking transport to prevent falls in case of cargo stowage, providing a basis for special rescue vehicles with rear lighting devices blocked by towed vehicles to install additional lighting devices, improving standards on advanced steering device for driver support and on forward visibility scope of drivers to encourage application of driver support systems, providing performance standards for provisions on exclusion from installation of motor vehicle safety control devices such as articulated buses and for micro motor vehicles with anti-lock brake systems, and harmonizing performance standards regarding electromagnetic radiation of two-wheeled motor vehicles, warning messages for airbags, and safety belts with international standards among others.
(2) Major Provisions
A. Improvement of Control Standards for Operation Method and Working of Stowage Device Covers of Special Trucking Transport (Articles 32 and 47)
Improve the material, structure, and operation method of stowage device covers of special trucking transport and clarify the control method.
B. Additional Installation of Lighting Devices on Special Rescue Vehicles and Improvement of Standards for Installation of Rear Reflective Sheeting, etc. on Fire Fighting Vehicles (Articles 42, 43, 44, and 49)
Enable rear lights, brake lights, and turn signal lights, etc., to be additionally installed on rears of special rescue vehicles and make modifications to enable standards prescribed in the Fire Fighting Maintenance Act to be applied with respect to rear reflective sheeting (rear reflective sheets) and reflective strips on fire fighting vehicles.
C. Improvement of Standards on Advanced Steering Device for Driver Support and Forward Visibility Scope of Drivers (Articles 89 and 94)
Improve standards on advanced steering devices for driver support to apply elementary technology of autonomous vehicles such as lane following assist, traffic jam assist, highway autopilot and promote smooth application of advanced driver support systems such as head-up displays for provision of driving information.
D. Standards for Exclusion from Installation of Motor Vehicle Safety Control Devices and Provision of Standards on Anti-lock Brake Systems of Micro Motor Vehicles (Articles 15-2 and 90)
Provide provisions on exclusion from installation of motor vehicle safety control devices such as articulated buses and provide braking device performance standards regarding micro motor vehicles with anti-lock brake systems.
E. Harmonize Performance Standards Regarding Electromagnetic Radiation of Two-Wheeled Motor Vehicles, Warning Messages for Airbags, and Safety Belts with International Standards (Articles 69-2, 102, 103, and 112-3)
Introduce international standards regarding electromagnetic radiation of two-wheeled motor vehicles, apply picture writing to warning messages for airbags, and modify safety belt performance standards to be the same as international standards to resolve trade issues, etc., arising from motor vehicle trade.
