(1) Reasons for Proposal
Newly enact safety standards due to the addition of large batteries (end cells and systems) for energy storage devices into the items subject to safety control.
○ Enact the safety standards for large batteries as part of measures to strengthen the safety control to prevent the recurrence of ignition and fire accidents of energy storage devices.

 

(2) Major Provisions
A. Object of the Safety Standards
Standard Name: Safety of KC 62619 industrial lithium secondary batteries
Scope of Application: Lithium secondary battery systems with a rated capacity of 300 kWh or less for energy storage systems and other similar uses (including household energy storage devices)

B. Major provisions
○ Define the requirements and tests for product safety testing (end cells and systems) and functional safety testing (safety of system) with the safety standards compliant with IEC 62619 and KS C IEC 62619
○ The relevant safety standards will be applied after the notification date, but the review items except 8.2.2 to 8.2.4 of Chapter 8 “Functional Safety Test” will be given a grace period of 6 months.
