(1) Reasons for Proposal
This amendment aims to provide safe cleansing and hygiene products to the public by improving the standards and specifications of cleansing and hygiene products to improve the safety management of cleansing and hygiene products closely related to people's daily life, such as the establishment of the definition of foreign bodies in cleansing and hygiene products and the establishment of specifications for methanol and formaldehyde in wet wipes and disposable swabs used in food service business places.
(2) Major Provisions
A. Newly insert the definition of foreign bodies in cleansing and hygiene products (Article 1. 3. 9))
Newly insert the definition of foreign bodies which may be contained in cleansing and hygiene products.
B. Improve common manufacturing standards for cleansing and hygiene products (Article 2. 1. 3))
1) Newly insert safety management standards for raw materials since hazardous bodies included in raw materials for cleansing and hygiene products may be transferred to final products.
2) Establish grounds to produce various cleansing and hygiene products by newly inserting a manufacturing and management method for converted and integrated cleansing and hygiene products manufactured by combining two or more products.
C. Improve individual specifications of cleansing and hygiene products (Article 3. 10. 4) (4)∼(5), Article 3. 12. 4) (9), Article 3. 12. 4) (10), Article 3. 13. 4) (3) ①, Article 3. 13. 4) (6), and Article 3. 15. 4) (5))
1) Newly insert specifications for methanol and formaldehyde in wet wipes and disposable swabs used in food service business places.
2) Revise the classification standards for children's products to apply clear standards to disposable swabs and disposable diapers for children.
3) Integrate the sizes of fabrics of sanitary towels and manage it as one specification since it is inaccurate to apply microbe specifications according to the size of a sanitary towel.
D. Improve the requirements for fabrics of sanitary towels (Article 3. 15. 3) (1))
Establish grounds to produce various products by integrating sanitary towels, which were divided into No. 1 and No. 2 according to their sizes, into one.
E. Add ingredients that may be used in cleaning products (attached Table 1)
Add alkaline protease as an ingredient that may be used in the manufacturing of No. 2 and No. 3 cleansing products.
F. Improve general test method for the individual specifications of cleansing and hygiene products (Article 5. 2., Article 5. 4. A.∼C. and Article 5. 26.)
1) Newly insert the relevant test method in accordance with the establishment of specifications for methanol and formaldehyde in wet wipes and disposable swabs used in food service business places.
2) Change the amount of a specimen from a certain amount (10 ~ 25 g) to one sanitary towel for the accurate microbe test of sanitary towels.
