(1) Reasons for Proposal
To avoid overlapping regulations, this amendment aims to exclude the high-pressure gas in refrigerant recovery equipment used to recover refrigerant under the Clean Air Conservation Act from the scope of the High-Pressure Gas Safety Control Act and specify the type of safety equipment and the objects of certification exemptions mandated by the Enforcement Decree and the Enforcement Regulations.
(2) Major Provisions
A. Exclude the refrigerant recovery equipment applied by the Clean Air Conservation Act from the scope of the High-Pressure Gas Safety Control Act (Articles 8-1-1 and 8-1-2)
Exclude the high-pressure gas in refrigerant recovery equipment, which is recovered under the Clean Air Conservation Act, from the scope of the High-Pressure Gas Safety Control Act, acknowledging there is no concern about its hazard.
B. Specify the type of safety equipment and the objects of certification exemptions (Articles 9-1-1 and 9-1-2)
Include toxic gas detectors, manual valves, check valves, and flow control valves in the type of safety equipment and specify that the safety equipment that has been tested and certified as suitable by a KOLAS international accredited laboratory shall be excluded from the objects of certification.
