(1) Reasons for Proposal
The Act aims to enlarge the marking area for warning pictures on cigarette packs to enhance the effect of health warning of the system of showing warning pictures on cigarette packaging enforced since December 2016 and to add to the job scope of anti-smoking campaign workers support for restricting cigarette pack advertising or for inspecting for the observance of prohibitions, etc., thereby helping create the local community’s smoke-free environment.
(2) Major Provisions
A. Enlarge the marking area for warning pictures on cigarette packs (attached Table 1-2, subparagraphs 1 and 2, amended).
○ Enlarge the marking area for warning pictures and phrases on cigarette packs from ‘over 50/100 of the area of the front/back of the current cigarette packaging’ (pictures 30% + phrases 20%) to ‘over 75/100’ (pictures 55% + phrases 20%).
B. Expand the job scope of anti-smoking campaign workers (Article 16-5 (2) and attached Table 1-4, subparagraph 5, newly inserted)
○ To the job scope of anti-smoking campaign workers add the duties of inspecting the status of performance as specified in Article 9-4, paragraphs 1 and 3 of the Act, reporting violations, and providing related materials.
