(1) Reasons for Proposal
The Act on the Promotion of Saving and Recycling of Resources has been amended (Act no. 16083; partially amended on December 24, 2018; to be enforced on December 25, 2019) to encourage improvements to the materials and structure of packing materials and accordingly, this Amendment prescribes detailed matters concerning material and structural evaluations of packing materials, orders for improvement, and orders to suspend manufacture/import/sale, etc.

(2) Major Provisions
A. Newly insert detailed procedures concerning the material and structural evaluation and labeling of packing materials (Article 3-3, Article 3-4) Prescribe detailed procedures and obligations for producers obligated to recycle when being reviewed by Korea Environment Corporation and labeling the relevant information.
B. Newly insert detailed procedures on orders for improvement and orders to suspend manufacture/import/sale (Article 3-5, Article 3-6, Article 3-7)
Prescribe compulsory notification prior to an order for improvement, and prescribe detailed procedures and obligations concerning orders for improvement, extension of the improvement period, and orders to suspend manufacture/import/sale.
