(1) Reasons for Proposal
Fragrance ingredients used to manufacture cosmetics were previously required to be stated on the packaging under the general name “fragrance.” However, the amended Enforcement Rule of the Cosmetics Act (Ordinance of the Prime Minister No. 1516; promulgated on December 31, 2018; to be enforced on January 1, 2020) requires fragrance ingredients that are allergens that have been separately specified by the Minister of Food and Drug Safety to be stated on the packaging under its actual name instead of “fragrance” and accordingly, this Amendment prescribes the types of allergens concerned and labeling requirements, etc.
(2) Major Provisions
1) Change the title of the Notice to “Regulations on Cosmetics Warning and Allergen Labels” to specify allergy-causing components of fragrance ingredients delegated by the Enforcement Rule of the Cosmetics Act (Ordinance of the Prime Minister No. 1516; promulgated on December 31, 2018; to be enforced on January 1, 2020)
2) Specify the types of allergens corresponding to components of fragrance ingredients used in cosmetics whose names must be stated on the packaging of the cosmetics (Article 3 and attached Table 2, etc.)
