(1) Reasons for Proposal
A. Newly designate 3 items, including ink pads, which are not subject to safety control under the current Notice (increase from 35 items to 38 items), and prescribe control standards for products that use humidifier liquids
B. Designate microplastics (microbeads), which have emerged as an international issue, as a prohibited ingredient for certain household chemicals (cleansing products, laundry products)
C. Prohibit damage-causing substances found in humidifier disinfectants from being used in air purifiers and other antibacterial filters (preservative-treated filter products), and make other improvements to the system
(2) Major Provisions
A. Prescribe safety standards for new items (ink pads, correction fluids and tapes, theatrical fog fluids)
① Ink pads
- (Prohibited) Arsenic, cadmium
- (Restricted) Mercury 500㎎/㎏, lead 500㎎/㎏
② Correction fluids and tapes
- (Prohibited) Benzene, tetrachloroethylene (TCE)
③ Theatrical fog fluids
- (Restricted) Ethylene glycol 10%, diethylene glycol 10%
- (Label content) Wear protective equipment when using directly for theatrical purposes, etc.
B. Designate microplastics (microbeads) as a prohibited ingredient for cleansing products, etc.
○ (Target products) Cleansing products (cleansers, removers), laundry products (laundry detergents, bleach, fabric softeners)
○ (Scope) Solid plastics, not more than 5 mm in size, that are used deliberately for cleansing, polishing or delaminating purposes and that do not dissolve in water
C. Newly insert product control measures for humidifier liquids (cypress humidifier liquid, etc.)
○ (Amend general requirements) Prohibit the manufacture/importing of products that are made by adding chemical substances and natural extracts, etc., to water or by using crude liquids, and inserted into humidifiers. Allow distribution of products with established safety that have undergone previous risk evaluation.
D. Designate 5 damage-causing substances found in humidifier disinfectants as prohibited ingredients for antibacterial filters

E. Designate mercury as a prohibited ingredient for 4 biocidal products (disinfectants, etc.) in accordance with the Minamata Convention on Mercury

○ (Description) Mercury is a prohibited substance that cannot be used as an ingredient in products (acceptable limit of 1 mg/kg)
F. Address a number of weaknesses in system operation

○ Prescribe an application form for the use of preservatives in preservative-treated filter products
