(1) Reasons for Proposal
The Amendment prescribes total floor area standards for children's indoor playgrounds that have been newly included in the scope of the Act. It specifies public-use facilities subject to strict maintenance standards and the relevant pollutants, imposes administrative fines on owners, etc., of subway stations who fail to install indoor air quality measuring devices or disclose measurements, and otherwise prescribes matters delegated by the Act and matters necessary for the enforcement thereof.

(2) Major Provisions
A. Prescribe total floor area standards for children's indoor playgrounds subject to the Act (Article 2)
1) Prescribe a total floor area standard of not less than 430 square meters, which is equivalent to that of child-care centers, on account of the usage characteristics of children's indoor playgrounds
B. Reorganize the Consultative Body on Control of Indoor Air Quality (Article 4-2)
1) Need to expand and reorganize the Consultative Body to ensure the smooth progress of discussions on matters concerning indoor air quality control standards and policies
2) Promote the chairperson to chief level, and guarantee participation by public officials from local governments and private experts in addition to public officials from central administrative agencies
C. Prescribe facilities and substances subject to strict maintenance standards (Article 4-3)
1) Require strict maintenance standards to be set for five types of facilities used by groups with health vulnerabilities, namely child-care centers, children’s playgrounds, sanatoriums for older persons, postnatal care centers, and medical institutions, which are used by groups with health vulnerabilities
2) Prescribe that strengthened maintenance standards shall be set for three types of pollutants, namely fine particulates (PM-10), ultrafine particles (PM-2.5), and formaldehyde
D. Prescribe amounts of administrative fines for violations of legal obligations (attached Table)
1) Prescribe amounts of administrative fines for failure to install automatic air quality monitoring systems in subway stations, failure to monitor air quality in mass transit vehicles, and other violations of legal obligations
