(1) Reasons for Proposal
The Amendment reflects improvements to the system and prescribes environmental control standards for industries (pulp/paper, electronic parts) that will become subject to the system in 2020 in accordance with the progressive enforcement of the system.
(2) Major Provisions
A. Streamline criteria for determining whether a stack TMS has exceeded limits (attached Table 8)
Encourage voluntary environmental management by streamlining the criteria for determining excess emissions for business establishments that keep their pollutant emissions below the criteria for permission and that promptly reduce their emission levels in the event that limits are temporarily exceeded.
B. Facility management standards for manufacturers of pulp/paper and electronic parts (attached Table 12)
Prescribe 31 standards including appropriate treatment of hydrogen chloride gas generated from bleaching processes (pulp/paper), and appropriate treatment to enable the recycling of wastewater containing copper (electronic parts).
C. Measurement/investigation standards for manufacturers of pulp/paper and electronic parts (attached Table 13)
Prescribe 1 measurement standard for chlorinated organic compounds (10 items including tetrachloroethylene) for business establishments that use chlorinated compounds, epichlorohydrin, etc.
D. Maximum discharge standards for manufacturers of pulp/paper and electronic parts (attached Table 15)
Prescribe 9 air quality standards and 3 water quality standards for hydrogen chloride in bleaching facilities (pulp/paper), etc.
E. Convert organic compound indicators for the electricity/steam industry and primary steel industry (attached Table 15)
Change the previously prescribed maximum discharge standards in proportion to the conversion of organic compound indicators for water environments from chemical oxygen demand (COD) to total organic carbon (TOC).
