(1) Reasons for Proposal
In accordance with the Tower Crane Safety Enhancement Plan (Jul. 25, 2019), this amendment mandates the installation of safety devices such as a speed limiter, problem warning device, and anemometer and enhances the safety of tower cranes by requiring the installation of a video system to check the abnormality of principal structural parts of remote-controlled tower cranes. Also, this amendment seeks to reflect international standards and the latest safety technologies, such as securing vehicle-level safety by mandating the installation of a autonomous emergency braking system and lane departure warning system on truck-type construction machinery and, in addition, aims to improve and remedy some of operational shortcomings.
(2) Major Provisions
A. Mandate Installation of Tower Crane Safety Devices (Articles 111-2, 112-2, 112-3, 114-2, and 117-2)
1) Require the installation of safety devices such as a speed limiter, rated load warning and checking system, problem warning system, and anemometer.
2) In particular, for remote-controlled tower cranes, the amendment requires the installation of a video system for the operators to be able to check wire rope separation and the lifting state of heavy objects.
B. Establish Installation Standards for Principal Structural Parts and Devices of Tower Cranes (Articles 102, 107-2, 108-2, 108-3, 120-5, 120-6, and 122-2)
1) Require specifying installation standards for the weight, hydraulic lifting system, rotation system, mast shim scaffold, nameplate, etc., of tower cranes in accordance with international standards
C. Mandate the Installation of Advanced Safety Devices for Truck-Type Construction Machinery (Articles 139-2 and 143-3)
1) The amendment aims to establish standards for the installation of an autonomous emergency braking system and lane departure warning system that may prevent drowsy-driving accidents, which may cause large accidents and casualties, in truck-type construction machinery.
D. Expand the Application of Fuel Cell Electric Construction Machinery Safety Standards (Article 133-2)
1) Make it possible to apply safety standards for the high-power electric devices and batteries of fuel cell electric forklifts to all construction machinery
E. Delete Contact Pressure Standards for Caterpillar Excavator (Article 11)
1) If contact pressure is classified by bucket heaping, the technical development is restricted regardless of safety, and thus various work tools are expected to be developed by deleting the relevant provisions.
