(1) Reasons for Proposal

In accordance with the amendment to the Act on the Promotion of Saving and Recycling of Resources (Act No. 16611, promulgated on Nov. 26, 2019, to enter into force on May 27, 2020) whereby quality levels are introduced for solid fuel products and a person exempt from waste charges and recycling obligations is required to prove his/her exemption status, etc., this Partial Amendment Decree aims to prescribe matters delegated to it under the Act and matters necessary for its enforcement, while also modifying and supplementing certain shortcomings that have surfaced in the current system regarding solid fuel products.

(2) Major Provisions

A. Provision of method for proving exemption from waste charges and recycling obligations (Articles 5-2, 13)

Provide detailed exemption process in accordance with the amendment to the higher law (Nov. 26, 2019) which requires a person exempt from waste charges and recycling obligations to prove his/her exemption status.

B. Introduction of quality levels for solid fuel products (Article 20-2, 3, 5, 6 and attached Table 7)

Provide detailed procedures in accordance with the amendment to the higher law (Nov. 26, 2019) which introduces quality levels to the current quality criteria system for solid fuel products.
