(1) Reasons for Proposal

This proposal aims to provide a legal basis for the operation of a system to check products produced with new technology, and to modify attached forms and terminology to increase efficiency in operation of the certification system.

(2) Major Provisions

A. Provision of a Legal Basis for Operation of a System to Check Products Produced by Using New Technology (Article 9)

- Clarify the grounds for using a certification mark such as checking of products produced by using new technology, newly insert provisions on the requirements and methods for making relevant applications, and add relevant forms.

B. Expansion of the Scope of Grounds for Application to Reissue Certification Documents (Article 8 (3))

- Expand the scope of grounds for application to reissue certification documents to include cases where the subject being certified maintains the same identity.

C. Modification of Expressions Regarding Examinations to Certify New Technology (Article 6 (3))

- Modify the term for examination to certify new technology for each stage to “first, second, and third” examination, respectively, to prevent confusion caused by using mixed terms.

D. Comprehensive Fill-in of Forms Issued and Received by the Ministry of Oceans and Fisheries (Articles 6, 8, 9 and attached Forms 3-2, 6, 9, 10, 11, 12, 13)

- Enable forms for protest application and response to such application to be comprehensively handled in the Enforcement Rule (Article 6, attached Form 3-2).

- Enable forms for issue of certification documents in English, application for checking of applicable products, etc., to be comprehensively handled in the Enforcement Rule (Articles 8, 9 and attached Forms 6, 9, 11, 13).
