(1) Reasons for Proposal

This amendment aims to improve and supplement a number of shortcomings in the operation of the current system, such as reasonably improving the labeling method of net quantities for the activation of the hygiene products industry, expanding the error range of the insufficient amount of toilet paper, and displaying the ingredients of allergens for the safety of consumers when a fragrance used in the manufacture of hygiene products has allergens.

(2) Major Provisions

A. Expand the range to display by using stickers, labels, or tags (Ⅱ.1.B.4)) 

Allow using stickers when the relevant report-receiving authority approves a label particular as an insignificant one not related to the safety of hygiene products except for the date of manufacture and shelf life.

B. Reasonably improve the labeling method of net quantities in consideration of the characteristics of a product (Ⅲ.1.D., Ⅲ.2.D. and Ⅲ.4.D.~Ⅲ.17.D.) 

Reasonably improve the labeling method of net quantities to display contents in terms of weight, quantity, length, etc. according to the sales unit, the characteristics of contents, etc.

C. Improve specific labeling requirements for each of the particulars (attached Table) 

(1) Expand the error range of the insufficient amount of toilet paper (attached Table No. 4)

Allow the error of width displayed together up to 3 mm when the quantity is displayed in length, and the horizontal and vertical errors displayed together up to 5 mm when displayed in quantity (number of rolls), respectively.

(2) Improve the display location of the date of manufacture or shelf life (attached Table No. 5 and 6)

When it is difficult to display the date of manufacture or shelf life on the principal display panel or information panel, require indicating the display location of the manufacturing date or shelf life.

(3) Mandate the display of allergens contained in fragrances (attached Table No. 7)

If a fragrance used in the manufacture of hygiene products contains allergens as prescribed in Article 19 (6) and attached Table 4 of the Enforcement Rule of the Cosmetics Act, require displaying the name of the ingredient along with the name of the fragrance.
