As the Clean Air Conservation Act (Act No.16604, promulgated on November 26, 2019, enforced on May 27, 2020) has been amended such that if air pollutants exceed the permissible emission level, the surcharge will be increased according to the number of violations, this Amendment aims to determine matters delegated under the Act such as the criteria for calculating surcharges, and to unambiguously determine the scope of exemption from emission surcharge levied on business proprietors operating discharge facilities using clean fuel as paying a base charge, thereby remedying some of the inadequacies revealed in the operation of the current system.
