(1) Reasons for Proposal
- Enactment of safety standards for portable blowers and vacuums and amendment of safety standards for electrical chargers to align with international standards
- Improvement of public safety through mandatory labeling of ozone generations in air purifiers
- Lessening the burden for businesses through deletion of overlapping testing standards (preliminary luminous flux) between mandatory certifications (two types) for embedded LED lamps in stabilizers
- Implementation of the Minamata Convention on Mercury through amendment of safety standards (two types) for mercury-related lamps
(2) Major Provisions

2) Major Provisions
Enactment of safety standards for portable blowers using commutator motors
- Recognize that the international standard for portable blowers is IEC 60335-2-100, but in the absence of safety standards in line with such standard, KC 60335-2-80 is currently applied.
- Strengthen safety control of electrical appliances by enactment of KC safety standards in line with IEC 60335-2-100.
Introduction of KC certification for electrical chargers exceeding output voltage of 42.4V
- Expand the scope of KC certified output voltage to 120V as part of efforts to align domestic safety standards with international standards (IEC 60335-2-29).
Obligation to label ozone-generation warnings for air purifiers
- Prescribe mandatory labeling of ozone-generation warnings for air purifiers which generate ozone through ionizers.
Deletion of overlapping test criterion (preliminary luminous flux) between mandatory certifications (two types)* for embedded LED lamps in stabilizers
* Mandatory certification (two types): Korea Certification (KC) / Energy efficiency rating
Amendment of safety standards (two types) for lamps to implement the Minamata Convention on Mercury
- (Amendment to KC 61195) Manage mercury content in straight fluorescent lamps for general lighting use and add matters omitted from the current safety standard amendment*
* (Current) K 61195: 2011 (Changed) KC 61195: 2014 Amended
- (Amendment to KC 62035) Prohibit indoor use of high pressure mercury, etc.
