(1) Reasons for Proposal
As the Rules on the Performance Standards for Automobiles and Automotive Parts have been amended (Ministry of Land, Infrastructure and Transport Ordinance No. 684, Promulgated on Dec 31, 2019) in order to bring self-driving cars’ cutting-edge driver-assist steering systems including such self-driving functions as Lane-Keeping and Highway Auto Pilot in harmony with the global standards, and to put safety standards in place for a car-only road-based partial self-driving system, this amendment aims to prepare the test methods and procedures required for the enforcement.
(2) Major Provisions
A. Harmonize the test methods and procedures for the cutting-edge driver-assist steering systems characterized by the Automatically Commanded Steering Function, Modified Steering Function, and Emergency Steering Function with the global standards to promote the application of the driver-assist system (attached Table 1, subparagraph 35).
B. Newly establish the safety standards, detailed test standards and methods, etc., for self-driving cars (attached Table 1-2)
- Establish detailed test methods and procedures such as the driving performance verification test, function verification test, and road driving performance verification test for self-driving cars fitted with partial self-driving systems in accordance with the amendments to the Rules on the Performance Standards for Automobiles and Automotive Parts (attached Table 1-2, subparagraph 1).
