(1) Reasons for Proposal
This proposal aims to increase the number of personnel engaged in measurement, which is currently lacking compared to self-measurement conducted by emission businesses; revise the criteria on measurement personnel according to the audit results* of the Board of Audit and Inspection; determine testing and inspection institutes subject to mandatory hiring of environmental measurement analysts in accordance with the fact that the date upon which the amendment (July 2013) to the Environmental Testing and Inspection Act shall enter into force (July 2020) is approaching; and otherwise address and improve upon a number of weaknesses that have emerged during the operation of the current system.

(2) Major Provisions
A. Utilize online, electronic documents in administrative services such as accuracy inspections and measurement records (Articles 13 and 17)

B. Prescribe testing and inspection institutes under obligation to secure measurement analysts in air and water study fields (Articles 17-4 (3), attached Table 11-3, newly inserted)
C. Prescribe the deadline* for reexamination of testing and inspection institutes in the amendment (Article 31 (6))
*Examination and improvement of feasibility every three years with January 1, 2020 as the base year.
D. Revise detailed criteria for registration of measuring agency businesses (attached Table 9)
Revise criteria regarding personnel to enable graduates from relevant majors to be hired in keeping with on-site circumstances.
※ Requirement from businesses to revise criteria regarding personnel due to the fact that they find it difficult to hire technical personnel possessing an industrial engineer license or more.
E. (Effective Date) Prescribe as an addendum that the Enforcement Rule shall enter into force on the same date (July 17, 2020) that the Act shall enter into force.
