(1) Reasons for Proposal
To tighten management for livestock product processing business and edible egg sorting and packing business, this Partial Amendment aims to require such businesses to obtain hazard analysis and critical control point (HACCP) certification, instead of establishing and operating their internal safety management certification standards, and provide incentives such as examination and evaluation exemption and access and inspection frequency extension to outperforming companies from HACCP examination and evaluation in an effort to promote the HACCP scheme while modifying the provisions concerning HACCP certification and re-certification regulations as the Livestock Products Sanitary Control Act is amended (No. 17249; Announced on 7 Apr 2020; Effective on 8 Oct 2020) to access and inspect livestock breeding facilities to enhance safety management for livestock products in the production stage, publicly disclose livestock operators which cause any hazard to livestock hygiene, and order temporary suspension of the release and sales of animal and livestock products which may pose a concern to public sanitation, and defining matters mandated under the Act and other matters for its enforcement, including standards to provide incentives such as examination and evaluation exemption.
(2) Major Provisions
A. Define standards to provide incentives such as examination and evaluation exemption and access and inspection frequency extension as 95% or more out of the perfect score in HACCP examination and evaluation (Article 7-6)
B. To enhance safety management for livestock products in the production stage, expend facilities which can be accessed, inspected, and collected from livestock facilities producing edible eggs to all livestock facilities (Article 25)
C. Prepare administrative disposition standards when the operator in livestock product processing business and edible egg sorting and packing business does not comply with HACCP certification and re-certification obligations and when the Minister of Food and Drug Safety’s order to take measures (temporary suspension of the release and sales of animal and livestock products) to prevent any hazard to public sanitation is not followed (Attached Table 11)
