The Fishery Resources Management Act was revised so that an administrative fine not exceeding 1 million won may be imposed if a non-fisherman violates Article 14 (Prohibition of Capture and Gathering) of the Fishery Resources Management Act (Act No. 16697, promulgated on December 3, 2019; to be enforced on June 4, 2020), and this amendment aims to provide the criteria for administrative fines in the subordinate law delegated by the Act.
In addition, this amendment waives the obligation to submit relevant documents (in the case of inshore fisheries and the boundary waters between Cities/Dos, the obligation to submit documents is maintained) to the Minister of Oceans and Fisheries to improve the autonomy of local governments when extending the validity period of waters for fishery resources management; provides a mediation proposal by hearing on-site opinions for both the closed season and prohibited body length of 14 fish species, including squids and big octopuses, to manage fishery resources; and establishes stow net fishing prohibition zones in Yeosu (Sorido), Jindo, and Gwanmaedo to reduce the catch of fries, such as hairtails.
