In the case of houses that are built and supplied in housing sites other than public housing sites, the resale limitation period of 6 months in the Seoul Metropolitan Area and other regional metropolitan cities is too short and results in the inflow of speculative demand targeting net profits from short-term resale and is overheating housing applications. Hence, to cut off speculative demand targeting net profits from short-term resale and provide houses to those with actual demand, this Partial Amendment aims to increase the resale limitation period from the current 6 months in the Seoul Metropolitan Area and other regional metropolitan cities to the ownership transfer registration date for overconcentration control regions and growth management regions in the Seoul Metropolitan Area under the Seoul Metropolitan Area Readjustment Planning Act and urban areas in regional metropolitan cities other than the Seoul Metropolitan Area under the National Land Planning and Utilization Act, while increasing the resale limitation period for houses built and supplied in public housing sites in regions other than the Seoul Metropolitan Area from 3 years to 4 years for overheated speculative areas and from 1 year to 3 years for areas other than overheated speculative areas.
