(1) Reasons for Proposal

To secure electric safety in response to the surge in demand for electric two-wheeled motor vehicles, this amendment aims to establish the safety of high-voltage electric devices and battery-driven vehicles; improve the standards for generating audible warnings for pedestrians; align the injury standards concerning pedestrian legform impact with international standards; and otherwise improve and supplement the shortcomings that have emerged from the  operation of the current system.

(2) Major Provisions

A. Improve standards for the maintenance of freight or special motor vehicles’ lift axle and establish prohibition criteria for installing a side view seat (Articles 13 and 25) 

Clarify the standard for lift axles of freight or special motor vehicles, and establish prohibition standards for installing a side view seat.

B. Improve the structure of passenger vehicles and safety standards concerning reverse pedestrian detection (Articles 29, 30, 53, and Article 23-2) 

Clarify areas that may cause confusion in the interpretation of international standards, such as entrances and emergency evacuation systems, and clarify the standards for horns and audible warnings to prevent collisions with reversing vehicles and pedestrians.

C. Align criteria for end-outline marker lamps and injury standards concerning pedestrian legform impact with international criteria (Article 40-2 and Article 102-2) 

Apply end-outline marker lamps as the rear end lighting system of large vehicles, and improve the criteria for flexible lower legform in line with international criteria.

D. Establish safety standards for two-wheeled motor vehicles (Article 69-3, Article 69-4, and Article 64) 

Raise the safety standards for high-voltage electric devices and battery-driven electric two-wheeled motor vehicles to international standards, and improve the standards for pneumatic tire pressures for two-wheeled motor vehicles to be in line with international standards.
