(1) Reasons for Proposal

In accordance with the revision of the Personal Information Protection Act (Act No. 16930, promulgated on Feb. 4, 2020, and to be enforced on Aug. 5, 2020), this aims to enact the Notification that sets forth the matters mandated by the Act and Presidential Decree, such as the designation/management/reassignment of a combination specialized institute, the process of combining/releasing pseudonym information, and the duties of a combination specialized institute.

(2) Major Provisions

A. Organization, etc., of the council for the pseudonym information combination system (Articles 3 and 4) 

1) Establish the basis for the council to discuss improvements, etc., in the pseudonym information combination system.

2) Allow the Protection Commission to build/operate a system to support a combination applicant, a combination specialized institute, and a combination key management institute, and to establish/operate an education plan for members of the Release Review Committee.

B. Provisions on the designation, management, and reassignment of combination specialized institutes (Articles 5, 6, and 7) 

C. Provisions on the application, combination, and release procedures of pseudonym information (Articles 8, 9, 10, and 11) 

D. Stipulate responsibilities for the organization/operation of a dedicated organization, establishment/implementation of education plans, safety measures, etc. of the combination specialized institute (Articles 12, 13, and 14)
